International Information Programs Electronic Journals of the US Department of State

Helsinki Monitor The Helsinki Monitor
The journal is published four times a year. Online issues are available starting with the 1996 volume and all but one are in HTML format. (The first issue of the '96 volume is only  available in TXT format via a gopher menu.) In addition to the four or five articles in each issue, the journal also features book reviews and OSCE documents.
The Helsinki Monitor is published by the Netherlands Helsinki Committee and the International Helsinki Federation for Human Rights. It publishes articles on the political, economic and social situation in Central and Eastern Europe. A special issue on The Security Model at the OSCE Lisbon Summit was published in 1996.

International Politics and Society (German)
This is the online edition of a print publication. Online supplmenets were started in 1998 and do not contain the entire contents of the print publicatino although they do offer access to 6-8 articles per issue.
This journal deals with global trends, foreign policy issues, international relations, the world economy, and country analyses. Articles range from discussing the
chaos in Afghanistan   to issues concerning the EU and Turkey.
Journal of Humanitarian Assistance
Published at the department of Peace Studies at the University of Bradford.
The Journal is updated continuously, rather than published periodically.
The Journal encompasses all aspects of humanitarian assistance, from early warning and emergency provision to post-conflict peace-building and the transition to development. This is inclusive of law, politics, the military, logistics, and the work of national and international organisations.

Journal of Power Institutions in Post-Soviet Societies
Founded by a group of European researchers, convinced of the necessity for free access to and publication of knowledge, pipss.org is a semesterly online journal devoted to the armed forces and power institutions of post-Soviet societies.
Pipss.org is a multi-disciplinary journal, which addresses issues across a broad field of disciplines in human and social sciences. Its main objective is to study changes and their underlying mechanisms in post-Soviet republics, through the analysis of the institutions that remain most hidden from the public eye: armies and power institutions. Peace, Conflict and Development
The journal is published twice annually - in January and July. Papers for the January issue should be submitted by October 1st ; Papers for the June issue should be submitted by April 1st. Details of ‘calls for papers’ are listed separately below.
Peace, Conflict and Development is a new open-access journal focusing on contemporary issues in Conflict and Peace Studies. It aims to publish innovative and accessible writing on a wide range of topics – human rights, democracy and democratisation, conflict resolution, environment, security, war, culture, identity and community, and other related areas of interest.

The first two isses are available directly in HTML format, but later issues are only accessible in PDF format. Published since 1994, a volume contains 5-10 articles.

Poroi is sponsored by the Project on Rhetoric of Inquiry and published electronically by the University of Iowa Libraries.  Scholarly articles in Poroi emphasize rhetorical analysis and invention in all fields of learning, and they address interdisciplinary audiences. 
Poroi is an online peer-reviewed journal for scholarship attuned to rhetoric in inquiry and culture.
Political Science Quarterly
Although not online in full, the journal has a page devoted to articles fully viewable oline. These go back to 1995 starting with one full text per issue, but the most recent issues make up to four articles available online. An index of abstracts is available starting with Volme 95 of 1976.
Published by the Academy of Political Science (USA), PSQ is a forum for works on public and foreign affairs.

Southeast European Politics
Southeast European Politics is a refereed academic journal published three times per year at the Central European University, Budapest (CEU). It is devoted to political science, international relations, contemporary history and other areas of academic research focusing on Southeastern Europe or pertaining to the region.
The journal seeks to promote a comparative approach, which takes developments in individual countries of Southeastern Europe in the larger context of the region. The journal encourages particularly young academics from Southeastern Europe to submit articles and hopes to become a forum of the young political scientists from the region.
